Use template: Restart service to let instance changes take effect

A new idea: What about having some templates for code that is used in more commands, including some information about how and why to help new contributors.

We already have https://github.com/dataplat/dbatools-templates and https://github.com/dataplat/dbatools/discussions/7492 - so maybe other think that this redundant. But let's see...

I started with https://github.com/dataplat/dbatools/discussions/8415 and my idea is to agree on the "best" code and then to change all the related commands.
