[Feature] Test-DbaAgRto and Test-DbaAgRpo

Take stored procedures from the doc and make two separate commands (or maybe one command with a switch?):

This would be to allow someone to pull the current RPO and RTO on any AG in their enterprise. The output of the procedures in the docs would have to be cleaned up to meet our standards but would see something looking like:

ComputerName
InstanceName
SqlInstance
AvailabilityGroup
Database
Replica
Rto
