implement `GpsdLoggerTask` config

We should be able to configure how the GPSd logging works:

  • enable - Enable BLE scanning. If false cancel the task.
  • db_enable - Enable/disable writing gpsd data to the DB
  • topics_enable - Enable/disable writing gpsd data to topic streams
