implement config for `BleMonitorTask`

We should be able to configure how the BLE monitor works:

  • enable - Enable BLE scanning. If false cancel the task.
  • db_enable - Enable/disable writing scan data to the DB
  • topics_enable - Enable/disable writing scan data to topic streams
