Pune new wards layout after mid-2017 municipal elections

Hi, just realized this repo hasn't had the 2017 update. You can get data files and documentation with links from here: https://github.com/datameet-pune/datameet-pune.github.io/tree/master/maps

Also, how does one remove the ward maps that are there in OSM (and they are pre-2012 so from 2 map changes ago) and put these in.. with an expiry date maybe.. :rofl:

Update: I rectified overlaps, intersections, disjoints between the ward polygons for the latest (2017) ward map of Pune. Updated the documentation here: https://github.com/datameet-pune/datameet-pune.github.io/tree/master/maps
