legislation full text without text

sometimes legislation has full_text populated, but it's just html tags w/o any content, so it shows up as an awkward empty pane on councilmatic. example: https://nyc.councilmatic.org/legislation/t-2015-3604/

this is awkward & confusing. seems to happen often for oversights.
