Added standard toolkit item for jq

jq is a powerful and useful utility for working with data in JSON format, whether from an external API or for data in JSON files. I think it would make a nice addition to the standard toolkit.

Cool! We haven't had to deal with this yet, since most of the data APIs we use also output csvs. I think we'll have opportunity to test this out soon, and we'll evaluate!
