confirming these are still missing. likely due to the fact they were "Passed as Substitute"

these pages have PDFs. are they not the right ones?

@fgregg both the examples listed here have 2 PDFs. For both pages on councilmatic, only one ordinance is listed.

Looking closer, the ordinance displayed for O2018-4966 shows the original, not the substituted final ordinance. O2018-4967, however, does seem to be showing the correct substituted ordinance PDF.
