this is really a dbt-core ticket. I only opened here beacause of our Claude scratch automation. check out [the repro scenario](https://github.com/dbt-labs/scratch/tree/main/repros/fusion-591) (which actually still isn't all the way there yet)...

FWIW this [this PR](https://github.com/dbt-labs/internal-analytics/pull/3681) at least made the discrepancy go away (for now)
