Enable place types AA1, AA2 for Brazil maps

To Reproduce

Steps to reproduce the behavior:

1. Got to maps explorer
2. Select place 'Brazil'
3. in the place type selector, expect to see Administrativerea1, AdministrativeArea2, but only IPCCPlace_50 is shown

Expected behavior

Enable AA1, AA2 in place type selector for Brazil, similar to India.

In the website repo, extend AA1_AA2_PLACES to allow country/BRA https://github.com/datacommonsorg/website/blob/3c59c1b11bbacf6f79af546afd9ec9a2fe06599a/static/js/tools/map/util.ts#L115
