[FEAT] - Enable Overwatch on UC Managed Tables

As per the v0.7.2.0 docs (Deploying To Unity Catalog):

At this time Overwatch only supports Unity Catalog External Tables. Overwatch was designed to operate with external tables and this strategy has been mirrored to the UC deployments as well. We’re investigating options for enabling Overwatch on UC Managed Tables.

As such opening this issue to track progress etc. If there is a better place to follow the development of this feature please let me know.

@aman-db -- let's discuss this tomorrow and see how far we are from supporting UC on managed tables.
