[FEAT] - add jobs custom tags

jobs recently received a feature that enables tagging on the job. job tags should be converted to map throughout the pipelines and surface in gold layer in the job (and perhaps jobrun) table in gold + presentation.

@sudharshanraja-db -- I added #430 to you as well since it's basically the exact same thing but just for instance pools instead. This should be a very simple / straight forward addition (if it's not already there).
