Wrapper in Python

@GeekSheikh I would like to start working on Python wrapper for this. Can i start on that?

Wondering if drunken data quality would be a fit here. This might allow us to accomplish two goals, integrate python wrapper AND enable prebuilt rules written in drunken data quality to interoperate with rules engine and/or delta expectations.
