[WIP] Plugin Framework PoC

PoC to introduce plugin framework. It's WIP, need to verify a few things and test E2E manually

Tests

  1. [x] Existing Unit tests passes
  2. [ ] Manually test lakehouse monitor end to end by making binary of the provider and using it to create the resource.
