[FEATURE] Disable Partner-powered AI assistive features

Use-cases

Microsoft introduces Partner-powered AI assistive features for Databricks, which is enabled by default now. I was not able to locate in provider feature to disable it, while I have contractually signed requirement to avoid using any AI assitants.
