Email notifications should contain more metadata

When share email notifications are sent it would be nice if we were able to customize the email text same like we did with custom environment linking text:

• we could provide the email template in the config
• the template should allow to put things like {user} {request_reason} {reject_reason} in the template
• we probably need a template for approve and reject situations separately.
• we should be able to specify who requested what and why.
