CDKToolKit stack deployed by data.all should have a dataall name reference

Today when CDKToolkit is created in data.all during bootstrap it is called CDKToolKit. It would be beneficial to have a dataall reference in the name.

Thanks for the suggestion @manjulaK. Actually some customers have done this, they use an identifier in the cdk bootstrap command. We could make this the default behavior for all customers. From our side, we would accept this changes gladly :)
