Error banner does not throw error after X number of times that we retry an error action

Describe the bug

One user tried adding an incorrect consumption role. The first 4-5 times an error appears in the screen explaining that it is an incorrect arn. After X number of times the API keeps returning the error but it is not shown in the UI.

How to Reproduce

1. Try to add a consumption role with an incorrect arn more than 4 times in a row

Expected behavior

Errors are always shown in the UI

Adding to backlog, to prioritize and investigate the above behavior once have additional bandwidth
