Scheduled Maintenance Window

Is your idea related to a problem? Please describe. With this GH issue - https://github.com/data-dot-all/dataall/issues/998 . A maintenance window will be created by a data.all admin. In the future, the data.all admin should be able to schedule a maintenance window in advance. So basically , with the design here - https://github.com/data-dot-all/dataall/issues/998 , the data.all admin puts data.all into maintenance mode and then informs users about maintenance internally through their communication system.

In this feature enhancement, data.all admin would be able to,

1. Schedule a maintenance window in advance
2. This will also send email notifications to the users in advance
