Socrata exporter

For this issue, we should be able to continously tail a socrata and export NDJSON URL metadata for the files contained in that socrata instanced

As of a couple years ago, when I last really looked, an annoying thing about all of the data portal software is that they all give HTTP errors all the time, sometimes without documentation as to what they mean.
