Admins

You can now create users with admin privileges.

• Admins are promoted when the server is restarted or when the user is created.
• Admins can suspend/unsuspend users by navigating to their profile and clicking 'suspend' or 'unsuspend'
• Owner or admin can delete an archive from the list by clicking 'unpublish' on the archive page. This cannot be undone.
• Some basic refactoring to make it easier to create new elements.
