Add controller prometheus metrics

In #689 we added support to optionally configure ServiceMonitor and PodMonitor resources for Prometheus to track Dask components.

It would be nice if the controller Pod also exported some metrics to Prometheus via a PodMonitor. Looks like there is an example of how to do this in https://github.com/nolar/kopf/issues/289#issuecomment-732685543.
