Update Kopf config

Adding some default config options suggested by @philipp-sontag-by in #392.

@philipp-sontag-by would you mind reviewing to make sure I captured your suggestions correctly?

Tests are timing out and the logs show issues with reading/listing resources. @philipp-sontag-by do you have on any thoughts which config option is causing this?

I am not familiar with your test setup but I assume you have not installed the peering objects in your ci cluster. The logs mention

kopf._cogs.clients.watching:watching.py:122 Pausing the watch-stream for daskworkergroups.v1.kubernetes.dask.org cluster-wide (blockers: peering CRD is missing).

Are there any plans to merge that? I had to apply these changes manually and build my own image because the kopf watcher kept dying in AKS.

@pdruzhinin thanks for letting us know these changes are valuable to you. I've resolved the conflicts so let's see how CI goes this time.
