Unable to launch with -addhltv1 / tv_enable1

Since it is not possible with the current .conf files to add -addhltv1 to the launch options it would be nice that some additional gotv.conf settings get created and converted on server start to enable GOTV1 (a separate delayed CSTV from the main one)

TV_ENABLE1=1 // This adds -addhltv1 to the launch options
TV_DELAY1=5 // This sets the value for tv_delay1 to control the 2nd cstv instance delay
