Why I need a Steam account that owns the game

I would like it setup LAN only servers, and as I know, they don't require GSLT. Or I'm wrong?

Downloading appid 730 with login anonymous works fine.

You don't need to use your account to download appID 730.

You can log in as an anonymous username on SteamCMD. @dasisdormax should fix this as cs2-multiserver cannot be used because the author has forced "Steam Login" to be used with own account (anonymous can be used the same way as from CSGO).
