DH 3: ref: use format tool

I don't care what the style is, but it needs to be consistent and automated via tooling rather that dictated.

I picked what I believe to be closest the the current style and codified it in .prettierrc.json so that I can make another commit without tool-assisted whitespace adjustment junking it up.
