[Feature] New license type for CI/CD pipeline

CI License is almost same as Basic/Pro License, but no run limitions in 24 hours

Usage

1. First purchase CI License in MyCommerce
2. Activate it to get registration file pyarmor-regfile-xxxx.zip
3. In CI/CD pipeline, run pyarmor reg pyarmor-regfile-xxxx.zip to register Pyarmor
4. Pyarmor Server will count each run for this license, once exceed N - 100 times, notify user by email
5. User purchases extra X runs in MyCommerce, so still has 100 + X runs to register Pyarmor
6. If user doesn't purchase new runs, this license won't work after 100 runs

Release plan: v8.6.0, before 2024-10-01 (draft, not confirmed)

Upgrade Policy

The old Basic/Pro license could upgrade to CI License, but need purchase X runs to start upgrading process
