Improve explanation of library development

[user feedback] It would be useful if you could update your documentation to explain library development. According to pub docs the library should be in lib, but for development it needs to be in web in order for the debugger to work.

Bob, how do you think we should handle this? Does the pub doc need updating to reflect this? (Of course, we should also have a doc on library development. I'll add that to the doc plan spreadsheet.)
