Pub should highlight useful packages

split this out from http://dartbug.com/4779 Seth had a good comment, we should highlight interesting packages from Pub. NPM ( https://npmjs.org/ ) is a good example to follow, with their "Recently Updated", "Most Depended On", "Most Starred", and "Most Prolific Authors" lists.
