Why controller ItemAttributeCollection.php is empty? What idea for this controller?

Hello! I try packet Cart for my project. If I use dd($cartcollection) attributes empty each times. I open controller ItemAttributeCollection.php but it not have logic for receiving of attributes. May be author forgot to finish this controller? Comment please logic for this controller. Thank you!
