After Remove All Item From Cart Not Able to add New Product

After All Item Removed From Cart, Not Able to Add New Product, If have Logout from System, and login again the I can Add new Product, why ????

While In Logged seesion after removed all Item From Cart, I am not able to add new product for that looged Session User.
