Make assessment report DBaaS aware

There are limitations which only exist in the DB-as-a-Service version of PostgreSQL in Azure / AWS / etc... For example: Azure PostrgeSQL supports the orafce extension but not the utl_file / PLVlex procedures Azure PostrgeSQL doesn't support Java / C stored procedures

It would be nice to have an option to config the report to take into account a certain cloud service.
