The command window is always resident and filter callouts

There are two questions

Question1 The command window is always resident

When I enter that command (as shown in the picture), I hope to have an activation window of 'ctrl+alt+' to keep the command window keep open after opening the note (until I press the cancel resident button again). This way, I can selectively open multiple notes instead of opening one note and then entering the command to open another note, which is tedious

Question2 The filter callouts has failed

After entering the command and typing '@', when I activate 'callouts' by pressing' ctrl+alt+3 ', which symbol does it filter? Are they symbols related to the' callouts' plugin? If so, why are the contents of the following symbols invalid after filtering 'callouts'
