Panel is on top of fullscreen windows

On the monitor with the first panel a fullscreen window covers the whole screen so the panel is in the background. On the monitor with the second panel the panel stays on top of the fullscreen window.

I second this request. Fullscreen apps/games need the ability to hide the secondary panel and/or toggle it off without destroying the rest of the functionality.
