Expand small images to fit when requested

When FIT_BOTH, FIT_WIDTH or FIT_HEIGHT are selected explicitly by the user, expand small images to fit the window from inside. However, when the image is initially loaded, only shrink it if too large to fit; don't expand it if small unless requested.
