banning time setting

Add a new option to enable host in custom to change the time alotted to ban heroes/abilities. Currently when bans are enabled in custom games, it's always 1:30 minutes to ban.

Host should be able to set the time to whatever they want, between 15 seconds to 5 minutes. More time would be nice to strategize, plan and discuss with team mates. On the other hand, if the host wanted, he/she can get the game started faster by giving less time to ban.
