[Resolution Changer] Add HDR toggle on/off support

Feature Description

I think it’d be neat if your Resolution Changer extension also had an HDR toggle. Windows 10/11 HDR support is patchy at best and it’d be neat if we could indicate on Playnite whether it should be on or off, and have it revert to the other state when we quit the game.

Not sure if this is appropriate for the resolution changer extension or not but I though I’d suggest it.
