Add support for L2CAP

Summary

BLE spec allows sending data on L2CAP layer which can be used with specific peripherals to send data more quickly. One can use it on the Android OS 8.0+

Is there any conclusion on this idea? (would be nice to have / doesn't fit the library / ...)
