Generate release packages from CI builds

I added in mrv2 a bash script called bin/upload_sourceforge.sh that uploads my beta branch to a beta directory of sourceforge's mrv2 project page. Currently I make final releases manually mainly to support RH 8.1 and USD on Windows (which runs out of disk space when compiling on GitHub).
