Unable to parse umlauts in file path

Issue

When opening files from commandline, djv.exe won't do anything if their paths contain umlauts, ÅÄÖ. (Haven't tested if this is true for other characters too.) However, oddly enough, when drag & dropping the same files onto an open instance of DJV, they'll open correctly. (See screenshot.)

Steps to reproduce

  1. Create a directory with umlauts, eg. Min förträffliga bildsekvens (FYI "my excellent image sequence" in Swedish).
  2. Drop a sequence of pngs in that folder.
  3. Try opening one of the files from CLI using Drive:\<path to djv.exe> "Min förträffliga bildsekvens\<image###.png>".

What will happen

Nothing: The app won't display an error message about illegal characters; won't launch its process/GUI at all.

What's expected to happen

GUI opens displaying the requested image (sequence) as normal.

My setup at time of this report

Windows 10 version 20H2 (OS Build 19042.630). DJV version 2.0.8. OS set to English language, but I'm still using Swedish keyboard layout.
