Pluggable Components Quickstart

Description: This issue is to track work for the Pluggable Component quickstart

Ideally we'd like to have a quickstart created for Pluggable Components targeted for 1.9. For this quickstart, we can utilize the early Pluggable Component demo as a starting place and contribute that back as a quickstart for users.

Requirements: Quickstart covers

• [ ] Perquisites needed to get started
• [ ] Process of setting up environment
• [ ] Process of invoking a pluggable component
• [ ] Entire quickstart packaged as github template. Something similar to this dapr-pubsub-servicebus quickstart
• [ ] Only language used in demo will need to be supported (i.e., .NET Redis demo). We'll release other quickstart languages in later versions. This is just to get something out there that users can interact with and get an understanding of pluggable components works

@nyemade-uversky is this about showing how to use an example pluggable component, or how to write one? I feel like it may be too narrow of a topic to dedicate a quickstart to writing one. And for using an actual pluggable component, I would see that being doc'd right next to the component itself.

Pluggable components are just components in usage so I would not have this in the Quickstarts. Suggest having this in each SDK per the pluggable component SDKs. This issue can be closed.
