Add release-note section to issue templates
Describe the proposal
It will be helpful for automatically creating releasing notes at the end of every release.
As discussed offline, issue titles should follow the conventional title specs as defined in https://docs.dapr.io/contributing/js-contributing/. When we squash commits and merge a PR, it takes the issue title and that's reflected in the release notes too.
With this issue, we will add a comment to the issue template to follow the mentioned convention.
