Upgrade durabletask-java to 1.5.10 to include timer fixes on master

Expected Behavior

Have the latest durabletask-java version (1.5.10)

Actual Behavior

Currently we point to durabletask-java 1.5.7

This is fixed in the release branch for 1.15. We need to cherrypick to release-1.16 && master

@cicoyle this cannot be cherry-picked now because it depends on your crossapp work, where TaskOptions was updated
