Add devcontainer for working with this repo that has proper versions of Hugo and npm

I have created a devcontainer for working with this repo. Would it be OK if I submit a PR to add the files in the .devcontainer folder and update the README.md with an "Alternative: Environment setup with devcontainer" after the "Environment setup" section?
