Conformance tests failing with Apache Pulsar 2.9.x

As demonstrated by https://github.com/dapr/components-contrib/pull/1576, conformance tests for Apache Pulsar are failing when using >=2.9. For now, we pinned the version of Pulsar to 2.8.2.

Will need to investigate the reason why

@ItalyPaleAle Quick question ... is the component not working with v>=2.9 or is our setup failing. If it is the former, should a change made in docs to notify users about that ? As an alert block in pulsar pubsub ?

I honestly do not know. I just helped @berndverst debugging this and we identified the cause to be 2.9.

More debugging is needed to figure out the root cause.
