Not able to get latest Pre-release for Dashboard in E2E tests

Description

Following line [1] will only get the dashboard version defined via DAPR_TGZ variable here - https://github.com/dapr/cli/blob/3bf4b5ef737ebcf0750c7ad8ba28cf7474a3f65c/.github/workflows/kind_e2e.yaml#L56 [1] https://github.com/dapr/cli/blob/3bf4b5ef737ebcf0750c7ad8ba28cf7474a3f65c/.github/workflows/kind_e2e.yaml#L153

This will result in test failures once we have a pre release for dashboard, see here - https://github.com/dapr/cli/actions/runs/3160099114/jobs/5258872800
