Dapr CLI should support multiple runtime versions - not just the latest
Describe the proposal
dapr cli should support running multiple versions of Dapr runtime in the standalone mode. Officially upto two previous releases of Dapr runtime are supported and the same should be true when running Dapr through CLI
Dapr component certification status is tied to DAPR release. If a component is switched to stable version, a large scale deployment of DAPR in standalone mode would require the entire platform to be upgraded to the new version of DAPR. Also, there is no rolling upgrade for DAPR in standalone mode. Hence there is a need to allow multiple versions of DAPR to be supported in the standalone mode. User can gracefully switch to the new version of DAPR as appropriate.

@mukundansundar @shubham1172 - updated few details in the issue. Mangroup is an example of large scale deployment of DAPR in standalone mode. We have similar use cases to be supported.
