Set a limit of notifications to be sent to the user through the telegram bot

Notifications are pushed to the UI and to the telegram bot (if configured). The UI has already a limit to only show one notification and quit when the user has seen it. The telegram must implement a similar feature to limit the number of notifications sent.

Think of a way of limiting the number of notifications to be sent during a period of time.

during the chiado merge i got blown up again from web3singner saying CL is not availible, idk 800+ in a day? was so much it crashed my telegram app when i was using it on another channel M ore and more users are getting confused about what the alert is anyway since it gets thrown at least once in every test ive done up till nowjust while setting up because i think the CLs take a lot longer than the web3signer starts looking. if thats the case can we just delay the time it takes to throw the error on boot/restart?
