DAOS-17203 build: Build DAOS RPMs with Leap 15.6
Use the opensuse-leap-15.6-x86_64.cfg mock config to build DAOS RPMs.

Steps for the author:
- [ ] Commit message follows the guidelines.
- [ ] Appropriate Features or Test-tag pragmas were used.
- [ ] Appropriate Functional Test Stages were run.

- [ ] Testing is complete. If necessary, forced-landing label added and a reason added in a comment.
