SRE-3104 ci: Use DAOS specific HTTPS_PROXY variable

The HTTPS_PROXY variable set in Jenkins may force any shell script to use a proxy server. This is not expected, as we want to avoid using a proxy unless it is explicitly needed by the DAOS tests or the build process.

The new variable DAOS_HTTPS_PROXY has been introduced and is used explicitly when internet access is required.

Steps for the author:

[ ] Commit message follows the guidelines.
[ ] Appropriate Features or Test-tag pragmas were used.
[ ] Appropriate Functional Test Stages were run.
[ ] At least two positive code reviews including at least one code owner from each category referenced in the PR.
[ ] Testing is complete. If necessary, forced-landing label added and a reason added in a comment.

After all prior steps are complete:

[ ] Gatekeeper requested (daos-gatekeeper added as a reviewer).
